Good morning, Nashville! It’s Tuesday, September 22. New in Nashville’s neighborhoods: an HOA financial nightmare, a $132 million plan for The Hermitage, a 62 restaurant score, movement on a transformational project for Madison, and much more.
☀️ Weather
Sunshine through the weekend. High: 88, Low: 66. Temps dropping every day to low 80s by Saturday.
🚙 Inside Nashville’s traffic stop spike: top times and places
About 20% of traffic stops by Metro Police over the past month happened between 7 a.m. and 9 a.m.
That’s one of several trends in traffic data I pulled after Metro’s police chief mentioned last week a 91% increase in traffic stops in the new Southeast precinct since it opened 10 months ago. Traffic stops increased 29.4% countywide over the past year, according to police data.
Here are a few more trends I found interesting from more than 3,500 traffic stops in the past month:
Nearly 10% of stops happened over just four hours each week: between 7 a.m. and 9 a.m. on Tuesdays and Wednesdays.
Top locations for traffic stops: Lebanon Pike at McGavock Pike (44 stops), 7400-block of Highway 70 South (39 stops), Division Street at Music Circle East (36 stops), Briley Parkway at Murfreesboro Pike (32 stops), 5800-block of Pettus Road (20 stops), Central Pike at Lebanon Pike (20 stops), and 5000-block of Charlotte Avenue (18 stops).
61% of traffic stops end in a warning, 32% in a citation, and 7% in an arrest.
Metro Police shared this dashboard if you want to look at traffic stop data for your neighborhood.
🚦 “No Right on Red” community meeting tonight
Want to give input on a Metro Council bill that would ban right turns at red lights in 59 intersections? Tonight’s your opportunity.
Several Metro Council members, Metro Police, and NDOT will host a community meeting at 1 Cannery Row starting at 5 p.m.
Most of the affected intersections are downtown, but my map shows there are a few other parts of town impacted. The Metro Council delayed the second of three votes on the proposal last week to allow for community input.
🏠 What’s new in Nashville’s neighborhoods
South Nashville
HOA nightmare: Bills were due, but more than $240,000 was missing from the HOA’s accounts. That’s why neighbors in the Brookview Forest neighborhood near Holt Road and Nolensville Road are suing Gasser Property Management and former leaders of their homeowners association. The lawsuit accuses Gasser of “making or permitting unauthorized transactions” while it accuses HOA leaders of “failing to implement reasonable safeguards.” The HOA ended up in such a bad financial situation that each household had to pay a $980 assessment. You can read the full lawsuit here. And WTVF has reported on a TBI investigation into Gasser after similar reports from other neighborhoods.
Hermitage
The future of Andrew Jackson’s Hermitage: The Hermitage announced a $132 million vision for the property called “Held by the Land.” It includes a 70,000-square-foot visitor and education center to replace the current one. “The Hermitage now cares for approximately 800,000 objects, but space limitations mean only a fraction can be displayed,” The Hermitage said. The plans also include restored historic spaces and new visitor amenities. Here are renderings shared by The Hermitage. The upgrades would be paid for by “primarily private donations as well as some public support and grants,” according to a press release.
Downtown (and nearby)
Transforming state-owned parking lots: Tennessee’s State Building Commission unanimously approved yesterday looking for a developer who would lease about 10 acres of state-owned parking lots surrounding the capitol and then build and finance a mixed-use development on the property. The project could include a hotel, housing, retail, and more. Any deal would still need more approvals before moving forward. Nashville state Representative John Ray Clemmons and Nashville state Senator Heidi Campbell questioned why the commission decided to bypass typical oversight from the legislature. Governor Bill Lee’s administration said, “delaying will significantly impact the realized benefit to the state.”
Near Belle Meade
62 restaurant health score: The inspector who visited Noosh Persian Cuisine at 21 White Bridge Pike flagged food temperature issues, an employee “touching trash can to move it and then continue prepping food without washing hands,” and more. You can read the full inspection here. I link to all restaurant inspections at the end of the newsletter.
Madison
Movement on stalled Madison Station project: I just drove by this area on Friday, and the proposal announced in 2022 for 721 Madison Square would be transformational. It included apartments, retail, parks, and more, built over several phases. The original developer ran into issues with interest rates and construction costs, according to the new developer who just took over the first phase of 211 affordable apartments. They told Metro’s Health and Educational Facilities Board they hope to begin construction in November after wrapping up financing next month. I reached out to the new developer to ask about the status of the rest of the 2022 proposal.
Germantown
$107 million for Nashville Sounds’ stadium: First Horizon Park opened in 2015, and it’ll need $107 million in investments over the next 20 years to keep it operating, a consultant recently told Metro’s Sports Authority. One concern: the centerfield’s concrete has settled unevenly, so the edges are currently being sanded down to prevent anyone from tripping. That and other immediate needs over the next two years would cost about $7.5 million. Video boards will be replaced this offseason, followed by the sound system after a test found some speakers weren’t working. “We did not determine who was responsible for paying for these things,” the consultant said. “Our responsibility was identifying them.”
Antioch
More housing near Tanger Outlets: Metro’s Planning Commission will consider this week whether to rezone nearly four acres at Cane Ridge Road near Preston Road. It would allow up to 35 housing units. I asked Metro Council member Joy Styles for more details about what’s planned, but she indicated an announcement is coming later.
North Nashville
Mobile health clinic today: The Metro Health Department’s mobile clinic will be set up today at Bordeaux’s library branch from 10 a.m. to 3 p.m. You can read about all of the services they offer here, including vaccinations, birth control, and distribution of Narcan/naloxone, gun locks, and cup covers.
Bellevue
New temple: A 16,000-square-foot Sikh temple along with 100 parking spaces will be built at 7647 Sawyer Brown Road, according to a new building permit application. Nashville Gurdwara already operates on the property, and the application says two existing buildings will remain.
East Nashville
Comedy club’s move: Third Coast Comedy Club hopes to reopen this fall at its new location at 1307 Dickerson Pike. I checked in with the club because I saw a permit indicating construction is moving along. Third Coast shared this video of what’s in the works, and it’s currently fundraising $100,000 to support transforming “the space into a fully functioning comedy venue including multiple stages, dedicated classrooms, and expanded bar.”
Belmont-Hillsboro
Traffic calming meeting tonight: A virtual meeting focused on traffic calming measures for Sweetbriar Avenue starts at 5:30 p.m. Here’s a link to join. And this website explains what traffic calming can look like and how to apply for your neighborhood.
📰 A few final headlines…
Fall and winter weather: The fall equinox starts just after 7 p.m. tonight. After this unusually hot September, I was curious about what’s in store for our weather, especially with a strong El Niño forecast. Despite all of the alarming headlines you might see, Nashville Severe Weather wrote, “If we look at the past seven strong El Niños, we don’t see too much of a difference here locally.” However, they found that’s not always the case. More in their blog post.
No Paramount for Nashville: Paramount reached a deal with California’s attorney general and 11 other states to move forward with its merger with Warner Bros. Discovery. It includes a provision to stay in California, according to The New York Post. Before the settlement of an antitrust lawsuit, Paramount suggested it could leave California, and Politico reported the company looked for office space in Nashville. This deal appears to close the door on moving significant operations to Nashville — at least for now.
Poll results: I asked nash.news subscribers yesterday whether they support the Music City Loop project. 38% of respondents said yes. 62% said no.

I appreciate you putting links when you post addresses. The traffic stop address in Bellevue is in a school zone. I appreciate officers pulling over people who are ignoring that.
On the Map it says Noosh scored 100.
